DeadLock is a free tool which allows you to work with locked files or folders.
Drag and drop your target files or folders, or manually select them via the Open button, and DeadLock displays their status (are they locked, do you have ownership).
There are right-click options to Copy, Move or Delete your selected objects, even if they're currently locked or owned by someone else.
If you need full manual control then you can manually take ownership of the object, and/ or unlock it. Beware, this may involve closing the process using that object, which could cause serious problems. (Fortunately this can't happen by accident: you get a chance to review your options and decide what to do.)
There's also a right-click "Open in VirusTotal" option, handy if you're trying to delete something you think might be malware.
Verdict:
A straightforward unlocker which should be able to give you access to many locked files and folders. As with all similar tools, it needs to be used with care-- files are usually locked for a very good reason, and if you move or delete them, bad things may happen.
